140 house regeneration – mixed tenure
Kirklees Community Association, a charity which has qualified to receive Social Housing Grant, but which is not registered with the HCA as a Registered Social Landlord.
KCA had the opportunity from Kirklees Metropolitan Council to regenerate 120 flats on a much larger estate in Batley. The estate was popular, with 30% of the houses acquired under the right to buy, however the flats were difficult to let and virtually impossible to be brought up to Decent Homes Standards.
KCA recognised that to achieve an allocation of Grant it would need specialist support to devise an acceptable regeneration plan and to deliver this through the HCA.
APL was approached in July 2008 and has subsequently assisted KCA through the OJEU selection of a developer/contractor partner, agreement of the complex grant agreement with HCA, the preparation of financial viability studies on various development options and the adoption by the Board of the way forward.
Start on site on a development of 140 pepperpotted affordable and private sale houses, plus a local shop will be achieved in August 2009.
