Compliance and Performance
A nationally-based housing association commissioned APL to examine its development processes and to identify areas for improvement and change. Its concerns centred on cost and time overruns and wanted to identify cultural and attitudinal change which might alleviate this.
A review was undertaken of a number of projects in various stages of their development cycle. However, this was not a “tick and bash” exercise, but a people-based information gathering exercise, with the emphasis on the decision making process and the thinking behind those decisions.
The findings identified an interesting blend of a deeply committed, well-led team producing good quality housing for people to live in. However, many of the basic principles of project management were not being implemented leading to less than effective management of consultants and overall project monitoring.
We prepared a report briefly outlining the findings and then setting out a series of recommendations as to how staff could be more effective in delivering projects.
The recommendations were converted into an action plan which has been successfully implemented.
